Cooperation Agreement After a long period of cooperation, on the basis of an agreement signed years ago, and after organizing several joint activities and ongoing consultations, an important Cooperation Agreement between the Albanian education trade unions, FSASH and SPASH, and education trade union of Kosovo, SBASHK, was signed in Pristina, on February 29, 2012.
During their stay in Pristina, SPASH and FSASH delegations held talks with representatives of Dutch education trade union, AOb, and Education International, EI, focusing on further strengthening and expanding cooperation, especially regarding the consolidation of the structures of the respective trade unions at all levels, the growing influence of these trade unions in the reform process, aiming progressive developments of their educational system, as well as regarding massive and effective engagement of teachers and other stakeholders in reducing drop-out from school and elimination of child labour.
Together with representatives of AOb and EI, they also held a meeting with the Minister of Education, Science and Technology of Kosovo, Mr. Rame Buja. At the beginning of the meeting, the chairman of SBASHK, Ali Shabanaj, informed his interlocutors on these delegations’ visit to Kosovo, on the implementation of the Project on Multiethnic Center and on the Cooperation Agreement signed between the Albanian education trade unions, FSASH and SPASH, and education trade union of Kosovo, SBASHK.
The President of AOb, Walter Drescher, EI representative, Nicolas Richards, Chairmen of FSASH, Xhafer Dobrushi, and SPASH, Bajram Kruja, thanked the Minister for the meeting, for the information and for the support, appreciated the work done by SBASHK and expressed the willingness of their respective subjects to continue their collaboration and their commitments in developing the educational system in Kosovo and Albania, as well as in protecting the social and economic interests of teachers in both countries.
COOPERATION - AGREEMENT In Prishtina, today, on 29th February 2012, representatives of the Trade Union Federation of Education and Science of Albania, FSASH, Independent Trade Union of Albanian Education, SPASH, and the Union of Education, Science and Culture of Kosova, SBASHK, expressing aspirations of teachers and all educational employees and unionists, having as main objective to develop quality contemporary education and empowerment of union movement in support of this objective, as well as the effective protection of requests and social economic interests of unionists and educational employees, have signed this Cooperation-Agreement. protection of requests and social economic interests of unionists and educational employees, have signed this Cooperation-Agreement. 1. SPASH, FSASH and SBASHK, based on their statutes and on principles of organization and operation of EI and ETUCE, whose affiliates they are, undertake to cooperate on an ongoing basis for harmonization of union policy and objectives, of union movements and actions, in order to strengthen the union movement, to increase objectivity and its argumentative and implementing force. 2. SBASHK, SPASH and FSASH undertake to coordinate their activities for professional and union training of teachers and development of activities with historic, cultural and entertainment character, to be held in the Republic of Albania and Republic of Kosova. In particular, will be exchanged information and will be shared experiences on qualitative achievements in educational process, in functioning of trade unions, as well as in organisation of the work to reduce school dropout and to eliminate child labor, etc. The parties express their readiness to support each-other in case of their attitudes towards the employer, as well as in relation to manifestations and strikes, protection of union rights, including support of teachers and unionists in Albanian territories in Macedonia, Serbia and Montenegro. 3. The signatories of this Agreement express their willingness and full commitment to support and influence the implementation of interstate Agreement, signed by the Minister of Education and Science of Albania and Minister of Education, Science and Technology of Kosova, to coordinate joint projects in the field of education, harmonization of plans and curricula, reducing pupils’ dropout from school in basic and secondary education, developing the project of joint ABC book, cooperation on curricula reform, etc. 4. FSASH, SPASH and SBASHK, will elaborate a joint program, medium term one, that will set concrete commitments of unions in support of interstate Agreement, aiming especially public awareness of teachers and unionists to implement the requirements of Agreement in the learning process. 5. For the operation of this Cooperation-Agreement, the parties agred to establish a joint Consultative Council that coordinates and manages activities under this Agreement. The Council consists of the presidencies of all the three unions and is leaded by their presidents. The Council holds meetings, as a rule, once a year, while co-presidents meet at least twice a year. 6. This Cooperation Agreement was drafted in five (5) equivalent copies and signed by the presidents of all the three unions.
